APPLICANT REQUESTS THAT:
His records be corrected to reflect he was awarded the Korean
Defense Service Medal (KDSM).

APPLICANT CONTENDS THAT:
During his assignment at Kadena Air Base, Japan, he was deployed
to Korea several times. His temporary duty assignments to Korea
included supporting Team Spirit, as well as, alert detachment to
Osan Air Base, Korea.
The applicant submits no supporting documentation.
The applicants complete submission is at Exhibit A.

STATEMENT OF FACTS:
The applicant is a former member of the Air Force who served
from 25 February 1985 through 24 January 1991. During this
time, he was credited with 2 years, 2 months and 3 days of
Foreign Service.

AIR FORCE EVALUATION:
AFPC/DPSID recommends denial. The Korean Defense Service Medal
is awarded to service members who were permanently assigned,
attached or detailed to a unit that operated within all the land
of Korea and the contiguous water out to 12 nautical miles and
all the air spaces above the land and water areas, and must have
been physically deployed in the area of eligibility for
30 consecutive days or 60 non-consecutive days between 28 July
1954 and a future date to be determined by the Secretary of
Defense. After a thorough review of the applicants official
military personnel records, his entitlement to the Korean
Defense Service Medal could not be verified.
The applicants Performance Report with an ending date of
15 November 1987, states his superlative ability greatly
enhanced the 12th Aircraft Maintenance Unit in obtaining 96.2
percent of their scheduled sorties during Team Spirit 87 but
does not state the applicant actually served in Korea for any
period of time. Team Spirit was a joint South Korea-United
States military training exercise.
There is no official documentation verifying the applicant
served in the area of eligibility for the award of the Korean
Defense Service Medal. The applicant claims several temporary
duty assignments; however, there is no documentation verifying
he served in Korea for 30 consecutive days or 60 non-consecutive
days.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 13 September 2013, for review and comment within
30 days (Exhibit D). As of this date, this office has received
no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the available evidence of record and the applicant's
complete submission in judging the merits of the case; however,
his records do not reflect he is entitled to, or was awarded the
Korean Defense Service Medal. Absent substantial evidence that
he is entitled to the award he seeks, we find no basis to grant
the relief sought in this application.

The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
